When there are some plausible theories offered right here and elsewhere we might never know The solution to the original problem with regards to the receiver with both equally marks proven in a very earlier article. Depending on other alternative barrels I've witnessed which contain the two the WP and mail buy P and a press release from the former Winchester staff that indicated they DID use some mail purchase parts when rebarreling rifles returned for provider I suspect that it is a substitute receiver which was installed and proofed at Winchester as well as mail buy proof was also included to simply point out it wasn't the original receiver.
